Tiger Helm recipe, how rare is it?

Do I have very bad luck or is Tiger Helm recipe impossible to get? I had killed tigers at least for on hour each day sinse the release of ToL and still no luck.

Why do this recipe need to be so rare, same with the tiger helm in the armor set.
I wish to do other stuff than just killing eodon mobs, I need time to do crafting too and to hang out in VvV towns or something else.

I had several drop early on. However the drop rate on seemingly all recipe have been reduced.

I do get better drop rates working the turtle spawn, but can get results after about hour of killing tigers and corpsers, panthers, tropical birds, and vampire bats. The Foil Birds can be farmed too for recipes.
