Each individual quest should have a timer - but you can do another quest while waiting for the timeout.
no timer for me (gargoyle) on the same guy. but I did just notice he seems to offer all tier 1 and tier 2 quests back to me except the one I just did. I am wondering if I need to make sure I take a level 2 quest or else if I pick a level 1 again it might not count?
I am currently done about 13 quests total with him. but i did alot of raptors so I am not sure if they counted as tier 2.

Tier 1 Quests (30 min cooldown, need to do 5 to get access to tier 2)

·Tier 2 Quests (2 hour cooldown, need to do 10 tier 2 to get access to tier 3)
o Boura, Boura, and more Boura
o Revenge of the Slith
o We’ve Got an Ant Problem
o Ambushing the Ambushers
·Tier 3 Quests (1 day cooldown)
o It Makes Me Sick (Fel)
o It’s a Mad, Mad World
o The Dreamers (Fel)
( the raptor quest, a tier 1, does not count towards the 10 tier 2s you need to gain access to tier 3 ... but it's available again 20 min after you do it )
It's an interesting little system for powering up a character.

interesting how you say nothing about my comments of no timer.
well perhaps the fact that I see the quest offered imediatly after i finish is perhaps the timer goes from when you start the quest? I have not really tested the timer from when I accept the quest but will tonight.

The timer is for the specific quest, not the tier or any of the other quests. So if you do boura, boura you have to wait 30 minutes to do it again.
