i dont recall how those DOOM rings work?
they are character bound?
account bound?
shard bound?

and did anyone ever find out for sure what skills are available on them?
i know Melee was tossed around but besides the basic weapons are any others in there?
like wrestling?
parry?
chiv?

or has no one claimed any of these?

They are not "bound" in any way.
The skills to choose from: Archery, Fencing, Macing, Swords, Throwing and Wrestling.
