Thief Template Question - Help!

So I've created a thief/bard as my main character on a player run shard that is modeled exactly after UO back in 99 when T2A was released. Anyway, here is my template:

Fencing
Hiding
Musicianship
Provocation
Snooping
Stealing
Tactics

My question is this: Should I drop tactics in favor of Stealth? This character will be used for PvP as well as PvE so I want to make sure I stand a chance. Any help or suggestions are greatly appreciated. Thanks everyone!
