Are they legal? They give a extra 10 damage to each arrow or bolt shot and seem to be a imbalance as they can add massive extra damage over 1-4 shots. Comments? Devs?

Physical Damage 40%
Cold Damage 50%
However, not all such Quivers were changed; some (with the older and more powerful damage attributes) still exist in the game.
Note that both versions have the Damage Modifier property.

There's actually some weirdness with how these properties are displayed - here's the full list:
Damage Modifier: 10%
Direct Damage: 10%
Physical Damage: 40%
Cold Damage: 50%
Weight Reduction: 25%
Two notes: Direct Damage is non-typed - so it isn't affected by resists. Also, "Damage Modifier" is NOT the same property as "Damage Increase" - it's a property unique to quivers that increases the total damage applied - AFTER resists are calculated. So it ends up being a pretty powerful item. (The fact that the Direct Damage bit is invisible is a bug, and is now in our database.) Draconi adds,
"Oh. And it's a cold, seething rage."
I would suspect this is the issue.I assume the patch is what caused that anomaly to occur!

The official word on it is the rest of them will be patched or removed when they have the update, so...expect sometime in sept. heh. So don't hold your breath for to long PicusI would suspect this is the issue.
All I was wanting to know is given that they were to be patched what is being done about them? Giving someone a 3 day or 72 hours is unfair just because a quiver they found missed the patch but to the rest of the players who were not so lucky as to find one its a hurdle to overcome while fighting agaist. Meh, I explained the math in a much less complex way. I suppose I should not have, it was my fault for taking offense for Picus.heh I like how vexxed and I came across the same conclusion, him through the math, and me through verified game play. Just goes to show that sometimes the formulas back up what a player may be claiming occurs in game.
It's extra 10% damage not mitigated by resists.on atlantic, my guild was one of 2 to start using them. I've seen nobody come up with an extra 10 damage with them. It's been an extra 4. with heavies it's like 6.

I thought the quiver of rage was always meant to have 20 in all resist, but I don't really feel like finding the information so at this point it is just a thought and not really a fact. Yes a better fix is needed, and hopefully the one they have planned will work this time.it was intended and then it was realized it was over powered and a fix was attempted. like most patching of items some escaped the fix and a better fix is needed.
