You cannot dye items hue 1159 (Tangle Artifact Color). Yes you can dye wreaths with Cloth Dye Tubs, including the metallic. This wreath was acquired during a past rares fest. (2011) It was obtained from an idoc on GL. As for further information I do not have any, but I do know, unless your Mesanna or maybe an EM, players cannot dye Christmas wreaths this color.
