tradeable and re-usable between accounts.
not account bound. you can buy one off a player vendor and it will work just like you were the one that selected it. you can set access rights just like any locked down container.

Are you able to set an access level so your friends and co-owners can also use it?

Your account has to be 1 year old to be able to use it, though. Any younger, and it's just going to be a little box sitting in your house that you can't do anything with.
