Click on the Options bar on your paperdoll. Click on the eye icon (second from the top on the right hand side). Scroll down and you will find a slider bar for adjusting how long speech remains on your screen. There's also a box below that where you can scale speech duration based on length.
For the record, I don't think you can change the rate of time that "system messages" (those that appear on the bottom left of your window) stay. However, I doubt those are what you have an issue with--they tend to hang around long enough to read.
