Test Center house placement time delay

I feel mean now.. I have been recommending players to go to the test center to find out what the spring turn in items look like. I have enough points to get a couple things so I wanted to see myself.
I get to the test center grab some deeds.. and bam
Cannot place a house for 15 days
Why is that implemented on the test center....

there is a gate near the W Brit bank to remove the timer have fun!

Oh yay! I did this the other day too and was so sad, I didn't realize there was a timer removal gate. Woo! =D
