I'm not sure but I'd say it's a player-made item, using a similar bug like the one that created the cocoa pumice and the "lucky" eye of newt.
Someone just changed the name of a garbage using a glitch in game's mechanics...

I think the quest is, but theres no way to get any more kill points so if youre not at 5k then it is not doable.
