I don't think the bonus matters much other than looks, not much out that that cant be crafted non-exceptional 100%. Exceptional bonus does matter though.

theres a decent amount. off the top of my head, soul glaives, stone armor, woodland armor, and composite bows are what are usually really a pain for me to have to sort out the non-exceptional. smithy is ok cuase i just use a plus hammer but the others it becomes very time consuming. your right tho, depending on what your crafting regular bonus sometimes isnt needed. for stuff like inscription, and tinkering (altho its kinda pointless to craft 5ssi rings anymore) it would be the opposite, dont really need the exceptional but need the regular.

Exceptional bonus on talisman are more important for:
Blacksmithing
Tailoring
Fletching
Carpentry

From first groop more expensive is Inscription, Alchemy and Cooking but talismans from 2-nd groop are more expensive for sure; 30%-exceptional prices are 5-50mln per.
