Tailoring &Tinkering Quests

There are 2 quests I am interested in doing but have not found out who gives them. The 1st one if the Tailoring quest that gives you the Woven Britches recipe and the other is the tinkering Quest that gives you the Pendant of Magi. Can anyone point me to who gives these?

Any of the tailoring quests can give you the rare tailor recipes - the most common one people do is Haute Coiture because it uses the cheapest material (you make flower garlands), but you can do any of them, plus the ones that want the studded Bustiers.

The tinkering recipes come from the trinket weavers and the guys behind them. Any of the ones that aren't tailor or carpenter types can give the recipes.

I've gotten the other rare tinker recipes (as well as several scrappers compendium recipes) from doing the "reptilian dentist" quest for sleen the trinket weaver, which doesn't require crafting, but does require farming coil for its fang (one per kill). It's a good passive way to do the quests (as you can send a character to the grove to train fame, karma and honor against Coil)
