I don't want an estimate, I want a solid number, with math to back it. And I know you cannot control them 100% of the time because of the fact that they snap at you sometimes, but excluding that, what are the skills needed to control them 100%.

A good trick for full control is that you must have both lore and taming above the pet's difficulty and add 10 points spread as you want between lore and taming. The new dragon has a difficulty of 104.7, so 109.7 taming / lore is ok, but 104.8 taming /114.6 lore too.
