No, they don't do that any more. Get repair deeds for the appropriate skill (Smith, Tailor, Fletcher). Player crafters can make them and typically sell them on vendors.
To use one, you only need to be near the proper item(s) - forge/anvil for smith, spinning wheel for tailor. Shops are fine to use. Double-click the deed and target the item to repair. No skill needed at all.
Even with a Legendary repair deed, there is a chance that 1 point of total durability will be lost. However, the current durability will always be topped off to the max allowed on the piece.
If your total durability is really getting low, invest in some Powder of Fortification if it is a piece you want to keep for a while. One use of PoF adds 10 to the current and max durability numbers (maximum of 255).
