Doed 4 corguls last nite 120 made 120 eval .carrying repond book.... my hightest damage was 27!!!!
doed grizzle same toon. carrying fey slayer,, highest dmage 16 for flame strike

1. He has really high resists
2. He has damage reduction while there are any soul bound pirates still alive.

Kill all the soul bound pirates and you will see a bit more normal damage. And disco him to help too. His resists are really high.

Since when is Grizzle a Fey creature? I fight him quite often and I've never seen him weak to any slayer.

Also, you don't FS him, you quake him. With 120 eval and discord with a SDI book you should be 70-100 damage per EQ.
