Well here is your chance to submit an emoji. I have not read all the details yet, but I might just submit one or two! applications to submit ideas for new emoji are open through July 31, 2022!

I wonder if there is an ISO standards committee for this.

I just did a very fast search and found no ISO hookup. Very heavy Unicode, however. Not only on Wikipedia but there is an Emojipedia as well. It's been so long since I diddled with Unicode, I need to reread a lot of the articles.
