Stuck at 90.2

I have been following the Faq and using the appropriate weighed items to gain in Stealing but as of 90.2 I haven't gained in weeks. I can successfully steal a 10 stone Butcher's War Cleaver. and a 9 stone hammer pick but I still can't gain. I filled a pouch with 11 stone of gold and tried to steal that from my packy and it says I can't steal that. So what can I do to raise stealing?
Now for the record I haven't reached my gains for the day and no I'm not at the 720 cap I'm at 640 right now. I even just got a new packy so thats not it and it is guarding me even. Any advice? I ate a 120 scroll and would love to take it all the way up. I'm high enough to do sigil stealing, but I'd like to do Doom runs and get those new potions for thieves without skill jewelry.

gold in a bag won't work, cos you can't steal containers. With all the faction town guard zones currently off you can steal from a pack on the floor in town, though choose somewhere quiet. The guards won't whack you but any wandering player will . At 90.2 I think go for 9 stone items, maybe even 8, or a mix of the two.

thank you that worked really well. so the trick is put the appropriate weight item in a pack. Place the pack on the floor. Open the pack and then Steal the item inside. I can't argue with results it worked. Thank you.

Also make sure you have room to gain more skill

I remember being stuck at 99.5 cartography, decoding several maps for a whole week and never gaining any skill. Finally I went into my skills to check what was up and realized I had maxed out my skills and nothing was set to go down. I had wasted so many level 5 maps and didn't have room to gain. One of those palm-in-face moments, lol.
