just saw this on a private house havnt seen before, more like ship decay rules, also house showing it didnt have this day before

no if its on europa near haven its a house thats placed by the EM/DEV's i think but not 100% sure

Well a house near Haven might well have it on but Claudia is quite right, this is the first stage of every Idoc. It only last for a fairly short period maybe an hour or so and it changes to Slightly Worn.
