I've seen no such item dropping on the raiders, but then I haven't really killed many. I have been collecting the books they drop though (and i did test, yes you can scribe copies of them). I can't say for sure where the story arc is going, but i did notice something curious in one of the books the raiders dropped that caught my interest. It mentions rites for summoning wisps, similar to old texts that were found back when the lost lands were opened up, between that and town riots (chaos), termur providing a new source of blackrock, the recent surge of new, more powerful monsters in a very important location (dungeon shame), and all the other recent events could spell the return of some old "friends" ?
Perhaps I'm reading too far into it, and have far too much hope the current dev team would actually pull on UO history for once, but I find it hard to beleive that all these events arent tied together in some fashon, perhaps the FOA have once again returned?
