Stone mining book

Hi everyone,

I'm looking for the "mining for quality stone" instruction book, but I don't have access to the Royal City (no Stygian Abyss). Is there an alternative way to get these on the Test Center? If anyone could put the book on a vendor somewhere that would be great too. :)
