"Stealing" question

Back "in the old days" you could steal nearly anything that had the weight (in stones) attached to it. I guess that has changed?

I seem to remember seeing "Horse Dung" locked down in someones house. I know where to find some in the game. It has a tag, and weight on it. I don't have a thief skilled up, so I took a human character (20 skill race ability) and when I tried to steal it, it said: "You can't steal that." Does that mean I fail at stealing "that item" or is that item no longer a steal-able item?

Those items are no longer stealable. They are permanently locked down now. In the beginning, there were very few of them available, and they stopped them from being attainable once they realized they were being taken. Now those items are considered "server birth rares" and go for millions and millions of gold.

ah, I see. It is odd to think that horse poo' would go for so much.
