Stealable Rares spawn timer - flaw in coding or intended "feature"?

This morning I witnessed a stealable rare that spawned after the "[System] The servers are going down shortly" message.

Obviously it wasn't saved, so when the server came online again, the item wasn't there. Imagine if it had been the'Ruined Painting' in Doom!

Wonder at which point is world saved.

That server message seems more like a suggestion then definitive.
Sometimes it saves after the message right before servers drop.

Last week I logged out a FULL 15mins before the server message "should" of come up,
yet when I logged in the next day I was about 10mins back from when I logged out.

Was annoying b/c I had just restocked all my char's consumables at home but when I
logged in I was back down in Blackthorn's dungeon.

I think it saves from right before the "[System] The servers are going down shortly" message. Anything done after that message is not saved.

Well I was often logging out about thirty seconds before the reset and my char was saved completely.
