How can I tell how worn a house is (a house I do not own)? I don't get the same indications that I used to get years ago when I played. In fact, it seems that clicking on a sign give me nothing at all, whereas I used to get slightly worn, greatly worn, IDOC, etc.

You won't see those statuses until the house goes into decay. If the house is on a paid account and the owner hasn't placed another house anywhere, the status will never show. If they stop paying on the account after 91 days you will see the first status of decay appear. Or, if they place a house elsewhere, the status will appear.
