Staff of Resonance as drop?

I just got a Staff of Resonance as drop from the Green Goblin Alchemist [Renowned]. It has the exact same properties as the stealable one but no Rarity tag. Is this a bug or intended? If so, what's the point?

(And yes I'm talking about the gargish Staff of Resonance, not the human Resonant Staff of Enlightment)
