For example, a 2.5s Radiant Scimitar has a HML or HLL max of:
Max at 0 SSI = 63%
Max at 5 SSI = 60%
Max at 10 SSI = 57%
Max at 15 SSI = 54%
Max at 20 SSI = 52%
Max at 25 SSI = 50%
Max at 30 SSI = 48%
It scales below that accordingly. So say you went for what would be the highest value that doesn't requires SA special ingredients, 44%. For the Radiant Scimitar with 20 SSI, the 44% equivalent leech would be: (52* (44/50)) = 45%. I think the system rounds down, but I am not sure on that.
The SSI dependency is for HML and HLL. HSL is not affected.

I don't think that formula is quite right. Which FoF was that formula in? I see on uoguide it shows archery is divide by 2, but that still isn't exactly right.
I made a yumi and it only allowed maximum of 40 HML, while the formula would yield ~86/2 for SSI 30 and 4.5 second bow. Did it have other dependancies?
Note that technically, the INTENSITY of the leech is not decreased. it's just the DISPLAYED amount (and the amount leeched, based on the displayed amount) that changes.
For example, that's the reason that the soul seeker dropped from 40% (80% intensity) to (IIRC) 32% (80% intensity), after the change. It's still the same intensity, but the end result displayed is different because of the 2-tick improvement.
