I am trying to maintain a swing speed of 1.25 with a composite bow. I understand that the max SSI is supposed to be 60 but has anyone confirmed that if you can get a higher SSI, say 75, that the extra is not considered? It is my understanding that if the max SSI is 60 then you need to maintain a minimum stamina of 220 to get a 1.25 swing speed. This is impossible if you are hit with a "clumsy" spell from a Greater Dragon, correct. If this is the case, then I can reallocate 15 points I put into SSI for something else, correct?

Actually for composite bows and soul glaives you want 212+ stam, 150 dex and 55 SSI to shoot at 1.25s. You can use this calculator here: Swing Speed Increase - UOGuide, the Ultima Online Encyclopedia

You cannot go overcap of 60 SSI.

As Felipovisk said, 210+ stam and 55+ SSI are the way to swing at max speed with Comp Bow or Soul Glaive. If you want more protection against curses, you need to find a way to have a buffer for your dex with extra stats.
