Monster stealing was added in months ago. There are some very handy potion type items you can get from them.

In this example Kiminality is referring to purchasing the above items for real life money from the UO Game Codes website (http://www.uogamecodes.com). So basicly the earrings are an item reward from a quest, an item that basicly gives what players was given in old days for joining the NPC guilds....I just looked at those items and thought they would be rather profession-specific, so I assumed they were adding a few more NPC "New Player" quests for New Haven. Like the:
begging -> earings give you 10% off *NPC* vendor prices, not player ones
undertaker staff -> new reward for defeating the dark night
But I haven't tried them out. *shrug*

It allowed you to steal random items from monsters, with increasingly rare items/special potions, based on your skill and the monster's fame. This requires no special instrument, just your skill (although I believe one of your hands has to be free).
This "stealing knife" seems like it may work similarly, but on a passive basis. In other words, you have a chance at auto-stealing upon a successful hit. Know one really knows; I'm purely speculating.
Edit: I've had a chance to play with them all, and:
The knife works as expected, it's a small chance at a passive steal that has the same limitations of the Stealing Skill (i.e. won't let me steal 35 logs from Treebrothers). However, it keeps attempting to steal the same item. It should try to steal a random item from within their pack each time (limit 1, of course). That way you have a better chance of grabbing those arrow/bandages/gold and not keep grabbing for boards or ore, etc.
The undertaker's staff is genuinely cool, as it allows you to grab your corpse from even blocked locations. Like from on top of towers...or in the middle of those pesky spawns from several screens away. I tried very hard to get it to fail and the only criteria seems to be distance. However, I has issues getting it to work across server lines. And it only has 100 charges.
And I was wrong about the earrings. You indeed put them on your vendor and get a discount in vendor fees for that day, 1 day = 1 charge. 10% for 40 days, 5% for 90 days.

I tested with various levels of stealing, though I didn't record any hard statistics. With 0-40 stealing, you might get a successful 'snoop', if you will, but rarely a successful steal. 40-80, the snoops happen more often and you might get a good pinch every few min or so. Even at 120, it's about 1:2, but you only get a successful snoop every min or so.Will this passive stealing require the stealing skill or is is another reason to kill your thief because of his uselessness?

But keep in mind, the whole process is completely dependent on a successful strike of your weapon. So, unlike the stealing skill, your weapon and tactics levels ultimately affect your success rate.
Just for fun, I 120'd swords, tactics, anatomy, and stealing...then went up against some orcs. I think I got a successful grab (including fails on stuff that was too heavy) about once every couple of minutes or so. But since you can't actually see what you're trying to get, it's anyone's guess as to whether the item will be useful/light enough to grab, or not.
I know this sounds confusing, but bottom line: no, this will not make your thieves obsolete. The knife seems specifically *for* your thief. As a matter of fact, this will probably help you farm some of the new rare stealables.
One caveat: I didn't try to repair it, so I don't know if it's PoF-able or not.

I don't normally use a thief, so it was somewhat new to me.

On further quick testing, I set my snooping skill to 80 and my stealing skill to 0 and I gained stealing on each attempt. It also snooped much more often (previously I only set my stealing to 120). So it looks as it depends on *both* your snooping and stealing skills, just like with regular thieving. And you do indeed get gains from the passive swipe. I just went after a bunch of crystal ele's and every time it went after the gold, kinda like orcs do. So maybe it's not random at all.

Speaking of invasions, when the hell is Holy City going to have the "nightly invasions" that were supposed to be here since the launch of SA?!?! ;PI think the Royal City in Ter Mur is going to be invaded. Expect massive carnage. Remembering the problems many had with finding their bodies during the Magincia and Luna invasions, the devs probably came up with the undertaker's staff as a solution, especially for the poor souls playing while using the Enhanced client. Who knows how you'll get them. However, they'll probably never spawn again and will be another get-rich-quicker item for the merchants.
