Spell damage calculations based on REAL skill?

as states in title, are damage and gheal calculations are based on real skill?

the thing is, is it harmless to drop magery to 91 and then compensate it making to 106 with tome of lost knowledge?

That would be a blast, and how it should rightfully be, IMHO.

I am close to sure that magery does not tie in with Offensive damage. And as far as defense goes I am just as close to being sure that it works off modified skill.
