Spectral Spellbinders nerfed?

I went to Old Haven today to train resist on a Kitsune and there are no Spectral Spellbinders to be found. I killed spawn for about 15 minutes, none spawned. I searched around to see if someone had dragged them off to train, but couldn't find any. Did they nerf the spawn? This was on Baja.

They're still there in Oceania. Couldn't see any on Baja though.

I was just in Baja Haven and there are plenty of spellbinders around now.

Most likely someone has just lured them all off to some remote corner to train with.

When it occurs again, you main want tom check the east coastline for .... hum boats, players/pets and the Missing Spectral Binders.
