South-Sanctuary Cave

Following the mountain range south of the entrance to Sanctuary is a cave entrance, and within the title bars of NPC miners can be seen. However, the cave entrance is blocked, and I've been unable to get inside on my particular shard. Does anyone have any info on how access is/was obtained?

I think that was the "other end" of the collapsed mining cave in the paladin training are of old haven(the valley area where you followed the runes on the path to get there) and there was either a sign or an npc that mentioned something aout a lost mining party and that the king had shut off the other entrance for the safety of the citizens or something like that.It has been there ever since I started playing uo 5 years ago.
