Soul Charge

Hey Everyone! I have a few questions about the soul charge property. Does it take effect every 15 seconds? How does it know how much Mana to recharge? Maybe if someone could explain it a little bit that would be great! Thanks

I know the cooldown is not 15 secs anymore, I remember hearing it was patched to 40secs but I think it might be even be longer than that. I run a 30% soul charge shield on my mage and I only see the message every few minutes, the amount of mana I get back is so low I don't even notice it.
