soul charge

Can anyone tell me what a soul charge is ?
I find it is on the Mystics Guard gargoyle shield but i can't figure out what it is good for.

i use the shield on my garg.. basically when i take damage there's a chance the damage will convert to mana regen. I don't find it particularly dependable when things get rough.
