Hrm, I may be a bit crusty on the infos here, but you can get 3.0 SoTs as drops occasionally as drops from some of the Stygian Abyss bosses, including Navrey, Medusa, Stygian Dragon. I want to fantasize and say a few other places too. Mostly though the 5.0 ones are put together by finding the smaller ones .1's up to 3.0's and putting them into scroll binders.
