Everywhere on Siege is Fel ruleset, although there are guard zones in places obviously. (It is funny though, you still get gate warnings that you are going to Felucca when you open a gate to "classic" lands. Oh noes! I am leaving Felucca rules where I am for Felucca rules in Felucca!

For the rest, as far as I know Doom operates the same as on other shards. I've never been in the gauntlet area though, just the entrance area. Considering the amount of uncursed arties for sale lately, I'd say people are at least mildly busy there.
