So, what exactly does "tinkerer's box" mean?

I see that in all of the lockpicking guides, they say to make a Box at 30 tinker, 50, and 75.

But when I look in my tinkering menu, I don't see a box at all.

I've checked multiple guides to see if there was any clarification on this, but have found none, could anyone please help me out and clear this up for me?

What exactly am I making, and why does it very across Tinkering skills? Is tinkering all I need to do this?

You need to have a carpenter with tinkering skill make the boxes. Any box will work, the carpenters tinkering skill determines the difficulty of the lock. Carpentry skill makes no difference, only that they have enough skill to make a box/crate/chest and the correct tinkering level for the lock you want. I don't think it takes much carpentry to make a box. I'd bet that the 30/40 skill you buy from an NPC would be enough to make a box without failing.
