Since you need it for specials? Or do people just not use weapon specials?

I can't seem to fit both it and resist into my template.

Yes. Except for infectious strike and shadow strike and the wrestling moves, you need tactics for specials.

So, most dexers and dexer hybrids now have 90+ tactics.
