Sleeping dragon spawn

Are you asking about the Sleeping Dragon Champion spawn( Yamato the Yamadon) or the Desert creatures from Treasures of Tokuno?
Champion spawn is active yes, you may just have to start it (Knight in Valor and target the skull).
If the desert on Makato is what you’re talking about, it is dormant, and is an event cycle area.
