Well, for sleep pub 60 notes say precisely:
"Sleep: Puts the Target into a temporary Sleep state. In this state, a Slept Target will be unable to attack or cast spells, and will move at a much slower speed. A Slept Target will awaken if harmed or after a set amount of time."
Changes in pub 65 say:
"* Sleep will no longer prevent targets from casting spells or attacking
* Sleep will place the target in a state of stupor for a period determined by the caster’s skills and the target’s Resist Spells skill.
* While in this state they will have their casting, casting recover, attack, and movement speed severely reduced.
* If target receives damage during this period, the stupor effect will be broken
* Immunity has been changed to the following scale, 3-12 second scaling by player Magic Resist skill. Player must have 30 or more resist to extent sleep immunity beyond 3 seconds."
Pub 66 says:
"Sleep- Now correctly takes resist spells into account for the duration of the sleep effect."
So casters skill and targets resisting spells skill only determine the length of sleep, but damage should always brake the sleep. And even damage of 60+ doesnt brake the sleep.
For stoneform the pub 60 notes say:
"Stone Form: Infuses the Caster with the essence of solid stone, giving a bonus to physical attacks and damage resistance, but reducing the Caster's movement, spell casting, and attack speed. The Stone Form may neutralize poison, strangle, bleed, sleep, paralysis, and stat reduction effects."
And there werent any changes to this.
So it looks like I am right that they dont work as intended.
