[Fishing] Skill, Luck & Fishing

Im GM fishing and mostly do just SOSs. Does fishing skill and luck affect the items I will pull from a SOS?

As far as I know the only thing that effects whats in the chest is the level of chest you pull up...and the level you pull up is random.
