Skill at 10.00

Has anyone else noticed that skill gain from 10.00 to 11.00 is slower than from 11.00 to 12.00??
Is this an artifact left over from when they increased skills from 10 to 20, or is a FUBAR?

Yep its definitely a slower point to skill and always has been.
