I think these are from an event/poll or something like that. We had something very simular to these on Baja that we turned in and the only thing you could do was write your name in them, you could not change anything on them. This was a long time so some of the details are a little fuzzy.
I thought these were for guests at weddings in game to wrote kind words for the couple.
This sign book was from Scavenger Hunt Event that held on Japanese shard. This event was finding items on sosaria with some hints, and the first finder had to put specified items with this sign book to proof it was done by own. Maybe you have seen pink book that was written some items name. It was from same event, too.
And, I tried book copy by inscription skill, the note property was not copied to new book. Once, this sign book can not write any sentence and can write just only own name (when the book was opened, the name was written automaticaly). But now, this sign book can write freely as a normal book, maybe it was changed by publishing.
Yes, there are tons of sign book, cause we could got freely. At that means, there is no value but I found value in other uses as just sign book. To get sign from famous player, to voting, to recruting, I think there are so many situation to use this book.

Aye, that property does not copy when you use inscription to try and copy one of these, so you can always tell if it is an original.
@Peil, these sell generally in the 100k to 500k range, but very slowly. I had a similarly amount of these for each of the 5 books from those events, and it took several years to sell most of them off. The pink books sold more easily, but generally the sign book books only sold to people actively looking to collect a full set of those books.
