Siege: Allow Gate Travel Scrolls be used in Runic Atlas'/Rune Books

Already have a Recall option, but Recall ain't used on Siege.

So, I'd like to suggest making runic atlas' and rune books have Gate Travel scrolls loaded into them, and casted like Recalls are.

with 0 magery? that would be a bit much...we already have gating to ships with 0 magery...

I'm in agreement to it as long as the Magery level required is kept the same.
