Shuriken question

I just was given a shuriken with 10 uses on it (non-exceptional). When my elder smith makes exceptional shurikens they only have 2 uses. How can I make these 10 use shurikens?

If you load 5(2 use) shiruken into a ninja belt then remove it you get the 10 use shiruken
