Not sure what you mean by using the skill, as it can be either to make maps or to decode maps. So if making maps, get a cartographers pen and double click it and select which map you want to make from the list. To decode maps, just double click the treasure map. Not sure of the exact skill levels for each type of map on both (been a long time since I GM'ed carto) but they're all listed in the THB section here on Stratics (can be accessed either from the front page or through the FAQ up top).
