I believe the poster IS talking about Shame, and it really depends on what you're looking for in terms of loot.
If the OP is looking for Relic fodder or Trash points, then anywhere in the dungeon including Level 1 works well for this. Look for Durability XX% and Lower Requirements XX% accordingly.
If you're looking for lesser number of like mods on a clean item, or one high end mod on a -100 Luck item to imbue then again anywhere including level 1.
If you're looking for an item with a ridiculous number of mods, then you want to go to the deeper levels to fight the higher end monsters.

lot of us are teaming up against the burning/crazed mages , unbound energy vortexes and having lots of fun. But like Dermott said, clean items are much rarer. You can still get awsome pieces if you dont mind them poofing someday or getting looted.
