Any character with ToL can get to Shadowguard.
The rooms are by character - so you have to do all the lower rooms on that same character to do the roof.
And, of course, once you go to the roof, you have to redo all the rooms to go there again.
Think of the completion of each room as being a non-tradable boss key, that everyone in the party has to have a set of.
