I tried to search but couldn't really find an answer.

On a thief template with no weap skills, can it be used? Does it use Ninjitsu instead? Or maybe a mage weap (if you have magery)?

What sort of weapon can I use to make use of it?

I think you might also need the weapon skill to use it as well. No tactics or ninjutsu.

Maybe a mage weap club (with 100+ magery) would do the trick. I have no idea.

You need Weapon Skill (75 or 90 depending on primary or secondary) and 80 stealth.

No tactics required.

Mage weapons DO NOT work.
