I have just been to Papua and back on Siege, so the pillars are working. Your character has to be standing right by the pillar though. Maybe move along the deck a little?
To get in to Papua you need to say doracron, to get out you need to say sueacron. Make sure your PEEP is physically next to the pillar and not just your boat. When I first tried, I had my boat next to the pillar but I myself was at back of boat, so my "voice" did not reach the pillar itself.
