you mean the scroll binders?
if this is what you mean... you get them from bark fragments and water... you need a cook to make them.
Combine the bark fragments with water.. makes wood pulp...
Then with an inscribe pen and the wood pulp you make the binders.. they are a dark pinkish red colored scroll.
It takes 10 115 powerscrolls to make a 120 powerscroll and 12 110 scrolls to make a 115 scroll.
Just double click the scrollbinder and target the scroll you want to bind to it... once you reach the max amount it turns it into a 115 or 120 scroll..
This also works for SoTs... the max for SoTs is 5.0...
