Sentries and bakers?

I see different npc looking types all over the land. Some are prophets,sentries.even bakers. When you click on them nothing happens except a paperdoll pops up. What are these and why are they standing around our lands?

Just the local populace not all NPC's have a function.

can they block placement then? 2 come to mind that are right in the middle of a good house spot.
